From what I understand, he found wayward people who
were lost in life -- and got them on drugs while
creating a "family" atmosphere for them -- in which
he gave them the "love" they never had. Supposedly,
he had some kind of charisma that drew those people
   to him.

So, a combination of drugs, "love", and his charisma,
which allowed him to manipulate their minds and get
them to do evil things for him.
