   Blame is about judging the actor, while evil is about   
   the act or its impact. Intent, knowledge, and   
   foreseeability shape blame, as does social or legal   
   norms. Someone can be blamed even if no harm occurs,   
   and evil can exist without blame if the act causes   
   suffering but the actor is unaware. Blame assigns   
   moral responsibility, evil describes moral quality.
