   I believe this is true, at least for an uncomfortable   
   percentage of the population, which means we are doomed.   
      
   This is consequence based. There is a perception that it's   
   "Okay," that it's "Not wrong" to lash out at specific   
   people/groups. So the solution is to make undesirable   
   consequences abundantly clear.
