   He didn't create it, and it was created BEFORE the   
   9/11 attack. The original bill was introduced into   
   Congress in March of 2001. It passed in the House   
   (in bipartisan fashion) in May of 2001, with their   
   amendments added. Then the Senate passed their own   
   version with their own amendments in June of 2001.   
      
   Then it had to go through the process known as "joint   
   conference" to come up with a bill that both bodies   
   could agree on. Then the House and Senate both passed   
   the agreed upon version (again, in bipartisan fashion)   
   in December of 2001. Maybe this is where you got the   
   idea that it wasn't even thought of until Bush wrote   
   it as an Executive Order, which he signed after 9/11.

   in January of 2002.

   Passed? You thought it was an Executive Order that   
   Bush wrote. Why would he have to pass his own   
   Executive Order? All he had to do was write it and   
   sign it (as you seemed to think he did), right?
