   The very first people I ever heard whining for free   
   money were #1. The rich who put their kids into   
   private schools... "I pay a fortune. Gimme FREE   
   MONEY! Call it my personal share of the education   
   budget."   
      
   And the only other group was the #2. Home schoolers,   
   typically the Religious Reich.   
      
   The teacher wasn't dropping 80 Jesus bombs an hour,   
   and sometimes they talked about those "Blacks," so   
   the kids were pulled out of public schools and home   
   schooled.   
      
   One famous case -- though I just Googled it and   
   couldn't find a word -- was a man who specifically   
   cited MLK being placed alongside Washington and   
   others in school, as his reason for homeschooling.   
   So he was a very racially motivated "Christian"   
   who was eventually killed by police! And, omg, the   
   real Christian fundies went on & on & on about him   
   for a million years...   
      
   So rich people looking for free money, and then   
   Reich wingers looking for some income because, let's   
   be honest here, you can't home school AND retread
