   Well the only real tool the federal government has in   
   shaping education is funding:  "Here's our mandates. If   
   you want the education dollars you've got to follow them."   
      
   So you pretend to want to improve public schools but at   
   the same time you cheer on the destruction of the only   
   means by which to do that:  Federal dictates and the money
