   It wasn't a law until Bush got it through congress and   
   he did that AFTER 9/11, when he was at the very height   
   of his power.   
      
   His dad pulled the same moves but wasn't successful.   
   He famously made a shot at his agenda during his speech   
   on his Gulf War.   
      
   "We're going to war!  And those dastardly Democrats   
   won't vote for my fiscal agenda!"   
      
   Things don't happen in a vacuum. Dubya was VERY powerful   
   in 2002. Clinton couldn't get a watered down version of   
   the Patriot Act passed, Bush made it far more draconian   
   yet managed to ram it through congress only 6 weeks after   
   9/11.   
      
   You want to pretend it's a coincidence, but the reality
