   The original bill passed both bodies of Congress   
   with a huge BIPARTISAN majority in both bodies.   
   Then it had to go through the "joint conference"   
   process, which always takes some time to get   
   both bodies to agree. It's not because 9/11   
   hadn't happened yet, it's because that's how   
   legislation works its way through Congress.

   I was always amazed at the way the Democrats   
   simultaneously told us Bush was the most dumb   
   stupid ignorant president we'd ever had, while   
   also telling us what a master manipulator he   
   was with the way he could write legislation   
   and get Congress to pass it for him.   
      
   So he was the most stupid and dumb president   
   who had Congress tied around his little finger.   
   It was funny how that worked.
