   No, actually BEFORE 9/11. Notice I said it was

   as they passed it. That happened in May in the   
   House, and in June in the Senate. That was BEFORE   
   9/11.

   So let me see if I have your timeline correct --   
   you believe Bush WROTE the original bill, and had   
   it introduced into Congress in March of 2001, which   
   was a mere two months after he was sworn in as POTUS.   
      
   Then Bush masterminded the amendments that each body   
   of Congress added as they passed the Bush-written   
   bill. Have I got it right so far?   
      
   Then Bush oversaw the joint conference process, in   
   which Bush instructed the House and the Senate to   
   accept the compromise bill that both bodies could   
   vote on. Wow, Bush was really busy with all that   
   writing he was doing, first with the original bill,   
   and then with the amendments he wrote for each body   
   of Congress -- and finally the compromise bill that   
   Bush wrote, so that the House and Senate could then   
   pass the same version of the bill that Bush wrote.   
      
   I have to wonder, though, why didn't Bush just write   
   the compromise bill as the original bill, and save   
   a lot of time and effort?
