   Why do you think he wrote and introduced the original   
   bill to Congress in March of 2001? And since he wrote   
   the bill well in advance of 9/11, why didn't he just   
   order Congress to pass it immediately?

   No, it was actually passed in 2001, but signed into   
   law in January of 2002. Why are you having such a
