   Apparently he was pushing it starting in March   
   of 2001, and he rammed it through the House and   
   the Senate before 9/11. But then, as is the case   
   with every piece of legislation, it had to go   
   through the joint conference process that I've   
   explained to you several times already. That   
   didn't happen immediately after 9/11, just so   
   you know. I wonder why, if all it took was 9/11   
   to get it done, why wasn't it passed immediately   
   after 9/11?

   Yes, you think he wrote it, and he rammed it   
   through Congress with all the amendments that   
   he also wrote, and then the final version (that   
   he wrote, complete with all the amendments that   
   he wrote) finally passed in December of 2001.   
      
   Then he waited a couple of weeks before he   
   signed it. I wonder why he wasn't in more of   
   a hurry to sign the bill he wrote into law?
