   Some new taxes may be necessary, i dunno, but I fiscal reformer is   
   usually conservative leaning, in practice if not philosophy, and   
   they look at curbing expenses rather than hiking tax revenues...   
      
   I suspect -- and I am by no means certain here. Call it "60%   
   certain" -- that he's floating the big tax balloon in order to kill   
   it.   
      
   Like:  "Well I tried so hard to make everything free but those big   
   blue meanies wouldn't let me raise taxes on everyone no I meant the   
   billionaires. So I have no choice but to CUT the budget instead of   
   jacking it up beyond comprehension."   
      
   I'd say that I'm 60% confident that this is what he's doing...   
      
      
   Remember:  The art of politics is to say say precisely what you do   
   not mean.   
      
   And this is for a good reason. It's because if you tell people what   
   you're going to do, you instantly create opposition to it. And this   
   is true even for things that might be popular, have majority support.   
   But when you get into things like chopping the budget, get rid of all   
   the fat, CUTTING PUBLIC SERVICES, you're setting yourself on fire if
