Gavin Newsom told the Chronicle on Friday evening. He said       his administration may sue over the move, depending on what the soldiers       are asked to do there.              Newsom said he was told Thursday that some of the troops currently       deployed to Los Angeles would be sent to Portland “to help with training       exercises.” He said he didn’t know if they had already been sent or how       many would be deployed. He called the move “deeply alarming.”              “It’s very questionable that they’re being tasked to do that,” Newsom       said. “Our legal team has already been engaged on this for the last day       … if they do it, we’re prepared to litigate.”              Newsom is already suing the Trump administration over its deployment of       National Guard troops and active-duty Marines to Los Angeles over the       summer, arguing it violates federal law that restricts the use of the       military on American soil. Trump sent more than 4,000 National Guard       troops and 700 Marines to Los Angeles in June in response to protests of       immigration raids, over Newsom’s objections. The Trump administration       has argued that the troops quelled unrest in the city, even though       protests grew in response to the deployment. Reporting by the Chronicle       revealed that at one point less than 20% of those troops were actually       on the ground in the city, raising questions about the necessity of the       deployment.              By the end of July, the Trump administration had recalled most of the       soldiers from the deployment, but about 300 are still stationed in Los       Angeles. Trump has since also sent National Guard troops to Washington,       D.C. Over the weekend, he federalized about 200 Oregon National Guard       troops to deploy them to Portland over the objections of the governor       and mayor there. Troops had not yet arrived in the city as of Friday       afternoon, according to the Associated Press. Normally, presidents       deploy National Guard troops only at the request of governors.              Trump said Tuesday that he wants to use liberal American cities as       “training grounds for our military” in a speech to military generals he       summoned to Virginia on short notice.              “San Francisco, Chicago, New York, Los Angeles, they’re very unsafe       places,” Trump said. “And we’re going to straighten them out one by one.       And this is going to be a major part for some of the people in this       room. That’s a war, too.
