   Jaywalking is an infraction not a misdemeanor nor felony. No gaol and at   
   worst a small fine. So you do not get the full bill of rights. It is   
   about nudging people to work with society instead of punishment.

   Define 'crime'. Immigration violations get deportation rather than   
   punishment. That means they can be dealt with at cheaper processes. But   
   where there is process where accusations can be argued, that process   
   must be followed to reach a decision.
