It states that anyone who, with the intent to interfere with,       impair, or influence the loyalty, morale, or discipline of the military       or naval forces of the United States, advises, counsels, urges, or       attempts to cause insubordination, disloyalty, mutiny, or refusal of       duty by any member of these forces, or distributes written or printed       matter that advises such actions, can be fined or imprisoned for up to       ten years, and may be ineligible for employment by the United States for       five years following conviction.
