   wife is still depressed and we are both still around I will burn your house   
   and defame your name to anyone you have contact with whom I can reach

   Well his actions may not be the total cause of her depression. He may not be   
   able to make her undepressed whatever he does now. Threatening arson could get   
   you jailed even if you don't do it. If you do, now you've admitted intent then   
   you may get 5 years.   
    If someone dies or is injured then add more years.   
   All in all threatening letters just don't work. If someone threatens me I do   
   the opposite to piss them off even more.   
   I don't see an easy way to deal with the problem but setting fire to things   
   will make a whole lot more problems that's for sure.
