   China is exploiting coal for the exact same reasons as the   
   U.K. needs to not use it:  National Security.   
      
   China is vulnerable. It's foreign sources of fuel can all be   
   easily eliminated in a conflict. So in order to guarantee   
   their military/economic security they must exploit coal.   
      
   And they do. And they're going to keep on doing it, despite
