   Rudy certainly did clean things up in his era, but how much came from   
   better Federal support?  Especially after 9/11?   
      
   Plus because the rates today are still at or below what they were back   
   in the 1990s, when you're trying to place blame on "the democrats", it   
   means that your 30 year reachback attempt is a full human generation.
