   Yes, you could likely monitor some radiation trace from maybe satellites.   
   Time is your enemy when reacting.   
   Even if you knew precisely where the thing was at any given time,   
   your will have to move your 'supersonic?' defence there.   
   It operates at low altitude and likely does not follow a straight path   
   (evading earth objects like mountains and maybe even high buildings)   
   and hitting a live nuclear reactor above your own territory would contaminate   
   your own place.   
      
   It is an expensive weapon.   
   A local agent with some drones can do more harm for a fraction of the money in   
   my view.   
   OTOH some infrastructure may be worth using that weapon for, not so much   
   Mar-a-Lago golfclub, US warhouse, Pentagon   
   and that mountain under which all those big guys shelter,   
   But Marine yards, Industrial complexes, Aircraft carriers,   
      
   I did read that long ago NASA had designed a nuclear powered rocket, but   
   nuke-fear cancelled the project?
