   My thoughts are that it was Putin's announcement of Russia testing a   
   nuclear powered torpedo & a nuclear powered cruise missile.   
      
   The US had done some R&D in this area back in the 1950s and concluded   
   that it was a bad & overly expensive idea.  More contemporary look at   
   the latter found that such a cruise missile will show up like a beacon   
   on existing COTS satellites which detect forest fires.
