   Interesting.  However, the idea of this ban was probably not only to protect   
   horses.  Lead, a heavy metal, is poisonous for almost all life, certainly   
   humans.  So it makes a lot of sense to avoid any chance of it getting in the   
   air and ground water, for example.   
      
   Similar regulations exist outside the USA, at the latest since the end of   
   the 1990s.
