   No.  Assuming he's a guest, the con would pay his bill (and he wouldn't   
   even be registered under his own name, so nobody can easily find him).   
   Now if he's NOT a guest, and he's a vendor, just there selling t-shirts   
   or something, he'd pay his own bill.
