   I think that potential is something that was never fully analyzed. But I   
   don't think it could be 'any' girl. Otherwise there would have been many   
   millions in stead of just thousands.

   Indeed. I think in the show they explained it that with only one at the   
   time she could be better controlled by the council.

   That was the old council back then. The one that was destroyed by the   
   First Evil. They weren't that much in favor of using magic I thought.
