   The movie Buffy was not the same as the TV Buffy. The movie one seemed to   
   be little more than a well trained combatant while the TV one had super   
   powers.   
   What made them "potential" is debatable.   
      
   Course you can't be sure since almost everyone is a liar... and in some   
   cases a killer.

   Since when does the council have anything to do with who becomes a Slayer?   
   They didn't make them, the Shadow Men did. And they did not control Faith   
   very well.

   Giles had no problem using it and there are other groups who can use magic,   
   the council could have used their services. The Buffy saga is good but   
   there   
   are many details left out.
