Or       Willow.              The council must have been using magic to locate the Slayers, since they       were magically enhanced. So they should've had enough magic to stop a       bad Slayer.              They were able to take down Angel (with a net) but Faith was able to       escape within minutes because her feet weren't shackled. That was total       rubbish!
