   This sounds like the council has control over who (and how many) becomes   
   a Slayer.   
   It would make sense if the Shadow Men only made one at a time so they   
   could keep   
   her in check. Perhaps they were worried over an army of super-girls.

   It also doesn't make sense. There are many potentials and training a   
   select few   
   in case one of them becomes a Slayer is ridiculous. You would have to   
   train all of   
   them since you don't know which girl would be activated. Unless they *were*   
   training all (several hundred?) of them at once.   
      
   Also, how would you convince a girl she was special if she didn't have   
   any powers?   
   A strange man shows up and says that you are destined to become a Slayer???   
   He would be considered to be a nutter by the girls.   
      
   Far easier if the girl begins exhibiting paranormal skills and then you   
   tell her what she really is. I think that's how they did it in the movie.

   The council must have been using magic to locate the Slayers, since they   
   were magically enhanced. So they should've had enough magic to stop a   
   bad Slayer.   
      
   They were able to take down Angel (with a net) but Faith was able to   
   escape within minutes because her feet weren't shackled. That was total   
   rubbish! Why didn't they   
   give her the poison they used on Buffy in "Helpless"???

   So they sent someone far worse. Giles was able to take on Willow when   
   she went   
   psycho, of course he also had help from Anya.   
      
   The Buffy mythology is good if you don't think about it too much.
