   I said 'controlled', not 'made by'. :-)   
   And yes, Faith went south very fast.   
   The Shadow Men were the forerunners of the Council.   
   The Council, as we knew them, were able to somehow find a certain number   
   of the potentials. Whence located they would appoint a Watcher to train   
   the potential. Just in case that potential would be activated.   
   That didn't always work out.

   Otoh... Wes wasn't a complete stranger to magic either.... Maybe they   
   did learn some basic magic 101.   
   But nowhere near the level of a coven. Or Willow.

   I think 'Ripper' was considered somewhat of a rogue.   
   They didn't think much of the way he handled Buffy.
