   Ha! Ha! It was a rule made up by the writers because they have a limited   
   budget   
   and can't afford to hire dozens of actors! :-D :-D :-D

   But the girls can be anywhere so how do they find them? That was never   
   explained. Like any fantasy tale the Buffy storyline only works if you   
   don't over think it.
