   I'm not sure the lore is actually that clear-cut on this. Specifically,   
      
   I'm pretty sure there are tones of christianity on top of the actual   
   vampire truth.   
      
   Remember the slayer myth ? The council lies to keep the slayer under   
   control.   
      
   So, I'm not quite sure there's that much distinction between the vampire   
   and the person. The evil spirit might just be the person being soulless.   
   (you've got convincing examples of that in other series, like Supernatural,   
   yeah, I know not the same universe).   
      
   Even having Angel fight Angelus looks more like advanced Schizoid delusion   
   than the reality.   
      
   That fight between good and evil doesn't really have to involve a lot of   
   supernatural.   
      
   Besides, saying that the vampire is "just an evil spirit" and that "the   
   actual person is gone gone gone" is very good for business, if you're the   
   council.  You don't want people to have any doubt about possibilities of   
   redemption...
