   The Budapest Memorandum was an addendum to the Helsinki Accords   
   (1975). Nobody in your bubble is enthusiastic to recall those   
   Accords today. It's so for a reason, since the Atlanticist ("end   
   of history") policies in the 1990s - 2000/10s were in glaring   
   violation of the principles of those Accords.
