   When that happened when I was in school, I think they tried to move the   
   kid into the other teacher's class, rather than have the kid repeat with   
   the same teacher. Springfield Elementary looks big enough to have   
   multiple classes for each year.   
      
   Of course, that doens't work when there are repeat offenders. I don't   
   remember what happened in real school when that happened, maybe after the   
   repeated year, they just automatically moved up.   
      
   And on The Simpsons, some of the "bullies" seem to be repeaters, they   
   definitely are portrayed older and I think some reference to repeating   
   years has been mentioned.
