   I noticed that too and was wondering why Shearer didn't do Burns'   
   lines.  I was pretty sure I heard his voice elsewhere in the episode,   
   so it's not like he wasn't around when they were recording it.  Maybe   
   he didn't like the lines and refused to read them?  That's pure   
   speculation on my part of course.   
      
   But yeah, that voice didn't sound even remotely like Mr. Burns.
