A group of men are meeting and discussing a fatwa that they are planning. They
have been working on this for five years, and have been in sleeping mode until
now.
"Saleh, how are coming with the part one of the plan," ask Mohammed.
"Part one is ready, we have tickets to board at Long Beach."
"Good, remember that Allah is with you and you will go to Paradise."
A few moments later, another two Muslim men entered as Mohammed greeted them.
They were working on parts two and three of the plan, while Mohammed was
working on part four of the plan.
[In another part of L.A.-FBI Office]
Condor has decided to come out of retirement and greet some friends he knew
while working with the CIA and FBI, bringing along Belinda. They drive to the
FBI office in downtown L.A.. The L.A. freeway is busy, but moving.
Both of them arrive at the FBI office, to some they look like concerned
citizens. To others, who still remember Condor, they are surprised to see him,
he has changed since they last met during the 1970's.
"Condor," asked Diana, "is that you?"
"Yes, it me. I need to talk the current controller, Al-Queda has something
planned for L.A. on the fifth anniversary of 9.11."
"You have proof of this?"
"Yes, I do. Agents Mulder and Scully have received approval for D.C. to work
with you on this."
At that moment, Condor and Belinda are taken into the controller's office,
which is sound proof as he asked what is going on. Condor explains what he has
from moles inside the Al-Queda L.A. connection. The information came from a
mole who was Muslim and
converted to Christianity after living in the U.S. because he realized the
false teachings of the Al-Queda prophets.
"What my source has told is that on the fifth anniversary of 9/11 Al-Queda has
something planned for L.A. It is big, the purpose is to show that they are
back. We need to stop them," said Condor.
"Of course, we know that Al-Queda won't stop since 9/11, but are you sure, we
can go to high alert on a hunch.," said the controller.
Condor pulled out a decoded message from the Al-Queda cell in L.A. as it
detailed four targets to be hit that day and their intended purpose. The
controller read it, and then connected to the RED line to set the alert.
An hour later, Mulder and Scully arrived at the FBI office in L.A. and began
to give them the information they had. Everyone started to work up a scenario
of what the four targets would be and the order of battle AL-Queda would use.

"Mohammed, we have everything ready. Do you have the weather balloon and
altimeter bomb switch ready?," asked Saleh.
"Yes, it is set to go off at 4,000 feet at which point it will disperse the
particles through L.A. county, and with a three day latency time to provide
the most contact and human dispersal."
Remember, your group is cause confusion and tie up resources first at LAX.
Then, the other group will cause a disturbance at the movie studios, and the
other group will cause a multi car pileup on the L.A. express way at various
junctions to disrupt
transportation. These steps have to be done in order for this to work properly.
"Yes, Mohammed, we have practiced through the simulator and it will work."

[Back at FBI headquarters]
"My source tells me that Al-Queda is planning on dispersing something which
will cause a panic in the population," said Condor.
"Also, we have determined that if it dispersed at a high enough altitude, it
would easily cover all of L.A. county," said Belinda.
"What do we do?," asked the controller.
"First, we need to determine what the dispersal agent is. Second, we need to
determine how to treat everyone ahead of time to limit exposure. Third, when
exposure is found, how to treat it without the media making it into a panic
situation," said Condor.
"Also, I have some special friends who are experts in surveillance and
electronic eavesdropping helping us. They have been checking the internet for
coded transmissions, and various Muslim handouts for special events.," said
Mulder
"Based on coordinating all the information available, we have a possible city
where they may be located. Long Beach," said Scully. "Also, one person by the
name of Saleh has bought a PCR machine and incubators recently in that area."
With the information coordinated, the L.A. FBI team with Condor, Belinda,
Mulder, and Scully begin to make plans on how to get the FBI forces to Long
Beach to set the dragnet.
