   One hint is in her name.  When "Nurse" is abbreviated as "N",   
   her name becomes "N. Owens".  Pronounce this as a word and it   
   becomes "Nowens", which sounds like "No One".  Ie. a person   
   who does not exist (or at least not as an ordinary mortal).   
   Which explains why no one but Scully could see her.
