   There are people that run toward problems and those that run away.   
   Arresting people possibly beyond reach because they live under   
   a mile of ice at the south pole or on some moon of Jupiter   
   requires some creative accounting.   
      
   After a year or 2 of crunching with various AI-based tools   
   the data shows the "phenomena" currently on the minds of   
   some congresscritters is not one thing. Even some of the more   
   interesting components that seem to drive around under   
   the Atlantic and bother rockets travelling nr the moon   
   are not all the one thing.   
      
   "They" seems to be a large and heterogeneous bunch with   
   divergent aims. Hey. Something like people!   
      
   For every group that seems to be involved in X activity   
   there seems to be another group that is doing -X.   
   Put in place of X pretty much anything you can think of   
   from missing persons to lake monsters to poltergeists and   
   other things that go bump in the night. It's mostly some bunch of "them".   
      
   In such an environment even the monkies of planet dirt have plenty   
   of experience trying to get their own way by aligning with   
   like-minded and trying to get their assistance against the   
   not-so-like-minded.   
      
   You want to "extradict" (one way or another ;) some forger from   
   Brazil? You have to use your smarts. Running away will get you   
   nothing.
