   Last week, Kenneth Dean, a Level 3 sex offender, moved to the 300 block of   
   Jackson Avenue North in Hopkins.   
      
   The Hopkins Police Department hosted a community notification meeting on Aug.   
   16 to let citizens know about Dean's offense.   
      
   Dean, 25, was convicted of criminal sexual conduct.   
      
   According to court documents, Dean raped an unknown woman in her vehicle and   
   threatened her with a gun. The incident happened on July 29, 2005, in a   
   parking lot at Folwell Park in North Minneapolis. Dean was charged on Aug. 30,   
   2007.   
      
   Dean was sentenced to 90 months in prison. He has served his sentence and is   
   not wanted by police. Dean is also known as Kenneth Hampton Dean, Kenneth   
   Edward Hampton and Ubayy Dean Abdul-Ghani.   
      
   According to Hopkins Sgt. Mike Glassberg, Dean is the second Level 3 offender   
   to move into the city in the last several years but there currently are no   
   other Level 3 offenders in the city.   
      
   Level 3 is considered the most likely to reoffend. As of January, about 59   
   percent of sex offenders are Level 1, 26 percent are Level 2 and 15 percent   
   are Level 3, according to the Minnesota Department of Corrections. As of   
   January, approximately 240    
   Level 3 offenders were living in Minnesota, according to the DOC.
