   On July 2, police requested the public’s help with locating a predatory   
   offender who had tampered with his electronic monitoring device on June 30.   
      
   A state agent had informed Rochester Police that he also failed to return to   
   his publicly disclosed placement location   
      
   The request for public assistance said 41-year-old Carvell Williams was last   
   seen at the corner of South Broadway Ave. and 2nd St. in downtown Rochester.   
      
   Missing Rochester Sex Offender Captured in Minneapolis   
   On Thursday, Rochester Police Department Communication Coordinator Amanda   
   Grayson said Williams was captured in Minneapolis on Wednesday night.   
      
   Hennepin County Jail records indicate he’s being held in the Minneapolis   
   jail on behalf of Olmsted County authorities. Grayson says Williams will   
   likely be transported back to Rochester in the coming days to formally face   
   local charges.   
      
   Williams was discharged from  the Minnesota Sex Offender Program on March 14.   
   He then moved to Rochester and was housed at the Olmsted County government   
   campus in the 2100 block of Campus Dr. Southeast.   
      
   Court records indicate he was convicted of fourth-degree criminal sexual   
   conduct in Hennepin County when he was 19 years old in June of 2003.

   Williams is classified as a level-two offender with a history of sexually
