   TUMWATER, Wash. — A repeat offender with over 60 arrests and five   
   convictions to his name was found Thursday in Portland after cutting off his   
   GPS ankle monitor earlier this week in Seattle.   
      
   Damion Blevins, 33, boarded a train to Portland Monday evening at King Street   
   Station in Seattle after removing his GPS ankle monitor.The Department of   
   Corrections said he will be booked into the Multnomah County jail and then   
   extradited to Washington to    
   face new charges.   
      
   The DOC said Blevins is a resident of aLess Restrictive Alternative located in   
   Tukwila.   
      
   "LRAs are community residential facilities that offer court-ordered treatment   
   for sexually violent predators in a setting less restrictive than the Special   
   Commitment Center on McNeil Island," wrote the DOC. "The program is run by the   
   Department of    
   Social and Health Services (DSHS), but LRA residents are monitored for   
   compliance of their supervision requirements by DOC."   
      
   Blevins' most recent run-in with the law came when he was recently convicted   
   of second-degree assault in 2017 and civilly committed to the Special   
   Commitment Center in 2023. He also has five felony convictions on his record.   
      
   "I believe it was something related to looking for a job, maybe a job fair or   
   interview of some kind," Chris Wright, a spokesperson for the Department of   
   Corrections, said. "This appears to be the first time in recent memory that   
   someone has cut off the    
   monitor, so that is why we want to track him down as soon as possible."   
      
   According to court documents, Blevins was convicted after a sexual assault   
   that happened near a Walmart parking lot in Federal Way. Documents allege he   
   raped the victim "multiple ways" while holding a knife and threatened to slit   
   her throat. He then    
   stole bank checks and money from the victim.   
      
   "At one point, the victim screamed out in pain, and the defendant told her   
   that no one could hear or help her," the documents stated.   
      
   The victim was able to break free and run for help at a convenience store.   
      
   "The defendant was seen getting on a local bus near the store. The bus was   
   stopped a short time later, and the defendant was arrested," court documents   
   stated.
