I don’t understand,” Collins said.              On Dec. 9, Richland County deputies responded to a call at 400 Percival Road       after reports of a man shot in the torso.              An incident report from the sheriff’s department states he was shot after       one of his neighbors asked him for sugar. A witness said she caught the       incident on her ring camera and described his last moments.              “At about 7:40 p.m., that’s when I heard the first round of gunshots," she       said. "And I went to my door, and then I heard another round of gunshots, and       then that’s when I heard my neighbor, Irvin, yelling for his daughter to       call the police        because he’d been shot.”              Wider was accused of shooting Taylor and is now in custody at Richland County       Detention Center.              Collins describes her brother as selfless, always thinking of others, adding       that her family is still trying to wrap their heads around his being gone.              “He was a giving person; he was a happy person; he didn’t have a problem       helping nobody," she said.              “I’ve known him for 25 years; it’s a heavy loss.
