Shelby, 48              A 48-year-old man accused of failing to register as a sex offender is now       accused of raping a woman in North Portland, according to court documents.       He's being held on $3.3 million bail in the Multnomah County Detention Center.              Robert Chieffoun Shelby is accused of multiple counts of first-degree rape,       first-degree kidnapping, and first-degree sex abuse in connection with the       alleged assault March 28.              He's accused of barging into the victim's home armed with a garden trowel,       according to a probable cause affidavit.              The woman said she had been asleep until she saw someone she knew as       "Roberto'' knocking on her window. She said he was a friend of her roommate.              The man told her that he wanted to drop off some belongings for her roommate       and asked that she open the door. When she didn't, she noticed him fiddling       with a window screen.              When she opened a back door, he's accused of pushing past her, according to       police and prosecutors. He then pulled out a garden trowel and jammed it into       the woman's rib cage, put his hand around her neck and shoved her to a back       bedroom.              He held her by her neck as he pulled her pants down and raped her multiple       times in several locations of the home, according to the affidavit.              When someone later knocked on the door of her home, the woman ran out and       called police.              Two days later, a Portland police detective met with the woman, who identified       her attacker from a photo.              On March 30, an officer on patrol in New Columbia spotted Shelby on North       Trenton Street, a few blocks from the victim's apartment.              He arrested him on an arrest warrant accusing him of failure to register as a       sex offender. He was wearing the same clothes described by his alleged victim,       including a glittery belt, the affidavit said.              Shelby had not registered as a sex offender since Sept. 3, 2014, according to       police and prosecutors. He was required to register annually with police       within 10 days of his birthday, which falls in September 1967, since his       conviction in 1994 for second-       degree sexual abuse.              Shelby was arraigned Monday afternoon in Multnomah County Circuit Court on 14       alleged offenses: one count of first-degree burglary, two counts of       first-degree kidnapping, three counts of first-degree rape, three counts of       first-degree sex abuse, two        counts of first-degree sodomy, and one count each of fourth-degree assault and       failure to report as a sex offender.              Shelby is being held on $3.3 million at the Multnomah County Detention Center.       His next court date is April 19.              https://www.oregonlive.com/portland/2016/04/man_who_failed_to_register_as.html              --- SoupGate-DOS v1.05        * Origin: you cannot sedate... all the things you hate (1:229/2)    |
