   HARRISBURG, Pa. — Harrisburg police arrested and charged a man with   
   kidnapping and raping a child.   
      
   Charging documents allege that I Marr Finley, 23, admitted to having sex with   
   the 12-year-old girl.   
      
   Police said the girl told them a man—later identified as Finley—started   
   following her while she was walking home from school on Nov. 25.   
      
   He allegedly offered her money for sex, but she refused. He then ordered her   
   to follow him to his home on Reel Street, which she did because she was scared.   
      
   Police said the girl told them that after Finley sexually assaulted her inside   
   the residence, he blindfolded her, walked her out of the house and allowed her   
   to run home.   
      
   She reported to police that Finley told her he would kill the people she lived   
   with if she told anyone what happened.   
      
   Police said they searched Finley's house on Wednesday and found the girl's   
   backpack, which contained her school identification.   
      
   According to police, officers arrested Finley after he fled out a second-story   
   window and ran across rooftops in an attempt to escape.   
      
   Court records indicate he is being held in Dauphin County Prison in lieu of   
   $250,000 bail.
