She was listed in the       prestigious Forbes "30 Under 30" class of 2023 for social impact.              Police announced Wednesday that Billingsley is wanted in connection to an       attempted murder, arson and rape that occurred on Sept. 19 in the 800 block of       Edmonson Avenue.              Evidence gathered through the course of their investigations helped police       connect Billingsley to both crimes. Detectives are now reviewing all cases       since October 2022 to determine if he could be connected to any more,       according to police.              "Pava was that person who was always smiling, always optimistic and always       willing to help others. Even the company she started was to help others. Pava       was one of the best," friend Mac Conwell said.              Police have been strategic in what information they release. They have not       indicated what led them to consider Billingsley the suspect in LaPere's murder.              He was not paroled, but released from prison in October 2022. According to the       Maryland Department of Public Safety and Corrections, Billingsley was placed       on mandatory supervision release. The release included good time credits.              He was also placed on the sex offender registry and was recently listed as       non-compliant. State officials said he did not reregister this month, as       directed.              According to court records, in 2015, he pleaded guilty to a sexual offense       that happened in 2013. A court document said the victim claimed, "Jason told       her he wanted to have sex with her." "Jason struck her in the face and placed       both hands around her        neck. He told her she was going to do what he said, or he was going to shoot       her."              A judge sentenced Billingsley to 30 years in prison, but suspended all but 16       years for first-degree sex offense, assault and false imprisonment. Earlier,       he was charged with beating and assaulting an ex-girlfriend at an apartment on       Dolphin Street. He        pleaded guilty in 2011. In December 2009, he received a suspended five-year       sentence for assault and was put on two years of probation.              In an interview with NBC News, Billingsley's mother, Scarlett Billingsley,       said she sent a text to her son telling him to turn himself in. She last saw       him at her home on Monday, and he had a gun. She does not believe he will tell       her where he is.              Billingsley is considered armed and dangerous.
