   Tulsa Police arrested a man accused of raping a woman.   
      
   The victim told police she was smoking with David Dodd when he forced himself   
   on her.   
      
   Dodd told officers that the encounter was consensual.   
      
   Records show that Dodd has spent more than 25 years in prison for various   
   convictions.
