HG>ARRL usually sent a bulletin specifying its operating hours for bulletin
HG>bradcasts but it hasn't arrived yet even though we are today at the
HG>first sunday of november.

  They usually don't send it until the first business day after the time
change occurs. It likely will be out later today sometime.
