   What I *should* have done in the first place was of course to delete the
old radius.ini (from my first attempt 11 years ago) from my folder.

   Once I did that, I got all Russian characters all over the place.

   Alas, I edited the radius.ini line under [interface] to "language=2" and
now I'm actually running Radius here.

   I'll keep you posted...
