I think this usually means there's an AKA mismatch somewhere.  Make sure both
ends are presenting all the required AKAs and nothing else, and that the
passwords are configured for the correct AKAs (preferably the primary AKA). 
If that doesn't work, remove any 5D addressing, use straight 4D addreses with
no @fidonet (or worse: @fidonet.org) components.
