I miss the old BBSLAW echo, was full of useful information back in the day.
If you're talking about fair use for using a downloaded/installed OS when you
have shown good-faith efforts in owning a license, Microsoft has been tough on
that. I work in an environment where we used an imaging system to provide a
common image on multiple systems, and had OEM licenses purchased with each
system (the "Microsoft" tax); MS still complained even though we had a 1:1
ratio of licenses to systems.
