Ditto.  One thing left to test before calling this a done deal; the lack of a
TZUTC flag which is probably in the majority so we may not have to wait long. 
Offhand it should work and if so then a REPLY_DATETIME flag won't be created
given the lack of proper datetime information from the obsolete ftn msg header
datetime stamp.
