The foreign language *is* english, albiet an obsolete incarnation of english
(Anglo-Saxon).  The characters are utf-8 which are 16-bit.  They will
successfully convert into latin1 (8-bit) but not cp437 seeing that cp437 is an
extremly limited character set when it comes to latin based languages.
