They'd probably go into the sewer system. Some places treat their sewer
water, some places don't. Not that they'd ever use coal ashes on the
streets of San Diego, but their sewer treatment plants would test the
water and if they found something toxic in it, they'd track the source and
make them stop using coal ashes, or treat the toxic water. If it were
Tijunua, MX, they'd allow it to flow into the Pacific ocean via the
Tijunua River.
