   have tended to make an automatic link between their   
   policies and the policies of the United States   
   towards our region and the world.   
      
   Despite the numerous discussions we conducted with   
   these countries at the conclusion of which we   
   arrived at similar perceptions of certain positions   
   and events, despite the fact that these countries   
   realize the reality of the conditions in the   
   region, and despite the fact that they were   
   introduced to a number of ideas which can help in   
   finding solutions to the region's problems, they   
   still lack the initiative to put these ideas into   
   action.   
      
   There was recently some talk about Israel's   
   intention to resume the peace process on the Syrian   
   track.  We once again stress our adherence to our   
   positions and that we are prepared for just and   
   comprehensive peace in accordance with   
   international legitimacy as a prelude to the   
   establishment of security and stability in the   
   region.  In case the Israeli side expressed clear   
   and unambivalent commitment to this, we support the   
   resumption of negotiations in order to achieve the   
   main principle which regulated the process from the   
   beginning, I mean land for peace, in a manner that   
   guarantees the return of the whole of the Golan.   
   The Israelis must remember that real and viable   
   peace is better than all the other forms which do   
   not last, and that its cost is hundreds of times   
   less than the cost of occupation and aggression   
   which will not last.   
      
   The national and human tragedies which we see in   
   Iraq, in light of the failure of the occupation   
   forces to provide the bottom line of security must   
   be a clear lesson to all those who ignore the facts   
   of the region or who believe that stability can be   
   achieved at the hands of foreign forces.  We stress   
   again that the key to the solution lies in   
   achieving national reconciliation on the grounds of   
   dialogue in which all the Iraqis take part, and on   
   the basis of a timetable for the withdrawal of   
   occupation forces.  We in Syria emphasize our   
   support for the Iraqi people in its ordeal and that   
   we stand by it and provide it with every possible   
   assistance.   
      
   We have been extremely pained and distressed by the   
   recent developments on the Palestinian arena, and   
   we hope that our Palestinian brothers will meet   
   around a national plan in confrontation of the   
   Israeli occupation, and Syria is prepared to carry   
   out its duty and make every possible effort with   
   brothers in order to achieve that objective.   
      
   Sisters and brothers,   
      
   Recent developments have shown the correctness of   
   our vision, the legitimacy of our positions and   
   enhanced our adherence to our principles.  They   
   made us more insistent on resistance as a doctrine   
   and as a choice to regain rights, return the land   
   and protect our dignity.  It is a resistance aimed   
   at making the enemies of peace realize its meanings   
   and hasten to adopt it.  Adhering to resistance as   
   a culture and as a way for life, work and struggle   
   is the guarantee of the nation's future and pride.   
      
   What is happening on the arenas of conflict in the   
   Arab world in the form of tragedies, division and   
   sedition places us before an unprecedented   
   challenge and rings the bells warning of the   
   dangers surrounding us if we do not prepare for it.   
   The path to salvation lies in enhancing the pan   
   Arab identity which brings people together and   
   unifies them instead of driving them asunder and   
   dividing them.   
      
   Hence, pan-Arab work should be at the heart of our   
   programme and our policies, and pan-Arab thought   
   should be the foundation of our societal unity,   
   self immunity and the guide for our cultural and   
   educational policies because it protects our future   
   Arab generations from close-mindedness and   
   extremism and fortifies these generations against   
   the dangers of foreign interventions and factors of   
   internal divisions.   
      
   We have exerted during the past period every   
   possible effort in order to achieve the bottom line   
   of Arab solidarity.  We have tried at the different   
   turning points we have gone through and the   
   developments we have witnessed to arrive at our   
   positions through our consultation and coordination   
   with our Arab brothers and to ignore many   
   differences in views and approaches to arrive at a   
   unified position.  We shall try to make the next   
   stage one of solidarity among the Arabs, and we   
   shall try to make the Arab summit conference next   
   year in Damascus an important landmark of   
   solidarity among brothers.   
      
   Sisters and brothers,   
      
   We are before a new phase based on the achievements   
   of the past in as much as it avoids its pitfalls   
   and weaknesses.  It will be enriched by experiences   
   of the past in as much as it addresses difficulties   
   and stumbles.  I am all hope that I will achieve   
   with you all our national ambitions the foundations   
   of which we shall lay with our own hands and insure   
   with our will the conditions for their achievement.   
      
   I look forward to the near future from the reality   
   of the past which we lived together with its   
   difficulties and successes, and today with its   
   challenges and hopes, and I see Syria safe and   
   assured enjoying stability, growth and prosperity.   
   I see it strong with its people and their   
   determination, self confident and confident in the   
   steps she is taking and confident in its liberation   
   project.  At the heart of our Syria is the   
   steadfast Golan which I can see returning to its   
   mother country.  I am fully confident of that.  I   
   salute our steadfast people in the Golan and our   
   freedom fighters in prison sacrificing themselves   
   for its sake.  I salute them for their patriotic   
   stances.   
      
   Here I must salute, with you, members of our armed   
   forces the symbol of our steadfastness and pride,   
   those who keep abreast with the march of our   
   people, work silently and determinedly to maintain   
   the honour of their country and their nation and   
   stay fully alert so that the Syrian people   
   continues to enjoy safety and dignity.   
      
   Dear sisters and brothers, I address you with all   
   respect, appreciation, and love.  I want us to make   
   every possible effort to build Arab Syria, the   
   model in its prosperity and progress as it is the   
   model of steadfastness   
      
   I want you to be optimistic despite all these   
   circumstances.  This nation has known many invaders   
   throughout history.  They destroyed mosques and   
   churches, burnt libraries and killed scientists and   
   resistance men.  But they have all gone and we   
   remained with our nation, our heritage, our   
   identity and our language.   
      
   Today, history repeats itself.  They have not   
   learnt the lesson.  We did.  Here is the lively   
   spirit of this nation moving everywhere announcing   
   its existence to the world that it is alive in the   
   heart of every resistance man and declaring that it   
   will triumph despite the pain.  As for them, they   
   will disappear once again.   
      
   We remain the owners and lovers of this land; we   
   live on it, hold its soil sacred and bequeath its   
   eternal love to one generation after another.
